加强科研院所党外干部培养及发挥党外干部作用的思考

党外干部是党和国家干部队伍的重要组成部分。科研院所党外干部在推动国家科技发展和科技创新体系建设、服务社会民生和完善基层社会治理体系、构建和谐社会中发挥着巨大作用,是中国政治生活中的一支重要力量。文章通过对北京市、上海市的部分科研院所党外干部培养和管理工作进行调研,剖析了科研院所在党外干部培养、使用及发挥其作用的工作中存在的问题、产生的原因,从加强统战工作、建立有效机制、加强教育锻炼和搭建工作载体等方面提出了对策建议。
