打好科技体制机制创新的“四张牌”

在新时代新发展格局下,我国需要大力提倡科技创新,科技创新需要从体制机制创新上发力。当前,科技创新存在前沿科技创新活力不足、创新人才匮乏、基础科研投入不足等问题。针对上述问题,文章从政府、市场、社会、科研行业自身四个角度提出四个方向性对策,打好四张“创新牌”,以便从根本上解决科研创新的问题。
