美欧科技创新概念验证对北京建设全国科技创新中心的启示

Scientific and Technological Innovation Concept Proof in the United States and European Union to Beijing’s Construction of National Science and Technology Innovation Center Enlightenment

2000年以来,美国、欧盟积极从国家创新战略高度探索科技成果转化新模式,通过在研究型大学等兴建概念验证中心,或实施概念验证计划,大力推动具有应用潜力的基础研究从实验室走向市场,获得显著成效。文章通过文献、实地调研、访谈、比较分析等方法,提出了北京强化概念验证活动的具体路径,这些建议对提升高校、科研院所科技成果转化供给质量,解决基础研究和产业发展脱节问题,从源头上减少科技和经济“两张皮”现象,具有重要参考价值。

The United States and the European Union are actively exploring new models for the transformation of scientific and technological achievements from the perspective of national innovation strategies since 2000,by building proof-of-concept centers at research universities or implement a proof-of-concept plans to move basic research from the laboratory to the market.The paper puts forward the concrete path on implements proof-ofconcept activities through the method of search literature,on-the-spot investigation,interviews,comparative analysis and so on in Beijing,these practices to improve the transformation of scientific and technological achievements of China’s universities and research institutes and promote the integration of science and technology with the economy will have important reference value.
