Public Participation in Geoengineering Governance

如何对具有巨大科学不确定性与风险的地球工程进行治理日益成为多方关注的焦点。地球工程的有效治理离不开公众的积极、广泛参与。公众参与地球工程治理的必要性主要体现在三个方面:政治上平等的决策权、文化上多元的价值观、知识上积极的再生产。当前,公众参与地球工程治理需要解决三个关键问题:跨越地球工程的知识鸿沟、确立广泛的参与原则、创新高效的组织形式。

Geoengineering is faced with huge scientific uncertainty and risk, how to deal with it has gradually become the focus of attention. The necessity of public participation in geoengineering governance is mainly reflected in three aspects: equal decision-making power in politics, the same judgment ability in the field of values, and the promotion role in the process of knowledge production. At present, public participation in geoengineering governance needs to cross the knowledge gap, establish the principle of extensive participation, and create a strong organizational form.
