成都市公立医院公益性经济运行新机制实证研究

Empirical study on the new mechanism of public welfare economic operation in Chengdu public hospitals

目的了解新机制对公立医院公益性的政策影响,为继续深化医药卫生体制改革,全面推进公立医院综合改革提供实证证据与参考意见。方法采用自制调查问卷并结合专家意见构建了公立医院经济运新机制评价指标体系,并对影响公立医院公益性(主要是“看病难”和“看病贵”问题)因素进行面板回归分析。结果“看病难”和“看病贵”问题与实际运行结果虽有一定差距,但总体上实现了公立医院公益性政策预期。结论为进一步巩固公立医院公益性经济运行新机制,推动现代医院管理制度建设,应加强预算管理、成本控制、薪酬改革,提高医务工作者技术劳务收入,调动员工积极性,提高社会满意度,转变运行机制,有序实现政策预期。

Objective To understand the impact of the new mechanism on the public welfare policy of public hospitals,and to provide empirical evidence and reference for further deepening the reform of the medical and health system and comprehensively promoting the comprehensive reform of public hospitals.Methods Self-made questionnaire was used combined with expert opinions to constructthe evaluation index system of the new economic operation mechanism of public hospitals,and panel regression analysis was carried out on the factors affecting the public welfare of public hospitals(mainly the problems of"difficult to see a doctor"and"expensive to see a doctor").Results Although there is a certain gap between solving the problems of"difficult to see a doctor"and"expensive to see a doctor"and the actual operation results,the public welfare policy expectation of public hospitals has been realized on the whole.Conclusion In order to further consolidate the new mechanism of non-profit economic operation of public hospitals and promote the construction of modern hospital management system,we should strengthen budget management,cost control and salary reform to increase the income of medical workers from technical services,mobilize the enthusiasm of employees,improve social satisfaction,change the operation mechanism,and realize the policy expectations in an orderly manner.
