摘要
國際法律秩序的發展每每與重大國際事件相關。肆虐全球的新型冠狀病毒肺炎(以下簡稱新冠肺炎)對列國的經濟、國際經濟交易與交往,進而對國家問的關係、不同國家人民與人民的關係均產生了巨大的影響:儘管目前尚無從得知新冠病毒何時會消失、如何消失或其是否會與人類長期共存,然新冠肺炎大流行已對國際法律秩序產生巨大衝擊:不誇張地說,現存的國際法律秩序正在發生變革。因此,無論新冠肺炎疫情何時結束或如何發展,分析疫情對現行國際秩序的衝擊,研究我國在後新冠肺炎疫情時期國際秩序中應起的作用及為之應採取的政策和法律措施均十分必要。
The development of the international legal order is often associated with major international events.The novel coronavirus pneumonia(hereinafter referred to as COVID-19 pneumonia)that is raging across the world has had a huge impact on the economy,international economic transactions and contacts among countries,and then on the relationship between countries and peoples in different countries.Although we have no idea about when and how COVID-19 will disappear,or whether it will coexist with human for a long run,the pandemic has brought enormous shock on international legal order:literally speaking,the existing international legal order is undergoing changes.Therefore,no matter when it will come to an end or how it will develop,it is necessary to study China's proper role in the international order in the post-COVID-19 epidemic period,and the corresponding policies and legal measures that should be taken for it.
