加快中日韩高标准自贸区谈判:路径与对策——基于命运共同体视角的分析与思考

Accelerating the High-standard China-Japan-South Korea FTA Negotiation:Path and Responses--Analysis and Thinking from the Perspective of Community with a Shared Destiny

构建面向全球的高标准自由贸易区网络,是中国全面深化改革、构建开放型经济新体制的必然选择。当前进入中日韩自由贸易协定加速推进的窗口期,三国应抓住这一难得的历史机遇,在命运共同体的理念视角下,妥善处理敏感问题和分歧,争取早日达成中日韩FTA的框架协议。在谈判路径上,应以开放包容和可持续发展为基本原则,重点加强在服务贸易及与此密切相关的投资、知识产权、竞争中性、可持续发展等领域的谈判,积极倡导推动服务贸易和“一带一路”倡议合作内容共建中日韩FTA示范区和产业园推动中日韩区域合作向亚洲一体化融合深入发展。

Building a global high-standard free trade area(FTA)network is an inevitable choice of China for comprehensively deepening reform and creating a new open economic system.At present,the China-Japan-South Korea free trade agreement negotiation is accelerating,the three countries should seize this rare historical opportunity, properly handle sensitive issues and differences from the perspective of community with a shared destiny and strive to reach an FTA framework agreement as early as possible.As to the path of negotiation,they should stick to the principles of openness,inclusiveness and sustainable development,with a focus on the negotiations about service trade and other relevant areas like investment,intellectual property competition n eutrality and sustainable development;actively promote"service trade"and the cooperation con tent of the"Belt and Road"initiative;jointly build FTA demonstration zones and industrial parks;and get the regional cooperation to move toward Asian integration.
