环境规制影响建筑业发展的机制与路径

The Mechanism and Path of Environmental Regulation Affecting the Construction Industry

通过对环境规制影响建筑业发展的路径和机制进行系统分析,研究发现,一方面,环境规制通过直接的税费机制、资源投入机制和产业组织机制对建筑企业的规制成本施加影响,从而不利于建筑业的持续发展;另一方面,环境规制通过直接的补贴机制,投入结构转变机制和需求引导机制对建筑企业的规制收益产生影响,从而对建筑业的发展具有积极作用。更重要的是,由于在环境规制初期,规制成本大于规制收益,而随着环境规制的继续实施,规制收益开始大于规制成本,因此环境规制对建筑业发展的影响路径呈现出显著的“U型”特征。

Through a systematic analysis of the path and mechanism of environmental regulation affecting the development of the construction industry,it is found that,on the one hand,environmental regulation exerts influence on the regulatory cost of construction enterprises through the direct taxation mechanism,resource input mechanism and industrial organization mechanism,which is not conducive to the sustainable development of the construction industry;on the other hand,environmental regulation has an impact on the regulatory benefit of the construction enterprises through the direct subsidy mechanism,input structure transformation mechanism,and the demand guidance mechanism,which has a positive effect.More importantly,because in the initial stage of environmental regulation,the regulatory cost is greater than the regulatory benefit,but as the environmental regulation deepens,the regulatory benefit gradually exceeds the regulatory cost.Therefore,the path of environmental regulation impacting the development of construction industry presents a significant "U-shaped" feature.
