城镇开发边界外“两山”转化路径探索--以浙江省德清县西部地区为例

TRANSFORMATION PATH OF"TWO MOUNTAINS"OUTSIDE THE URBAN DEVELOPMENT BOUNDARY:TAKING THE WESTERN AREA OF DEQING COUNTY,ZHEJIANG PROVINCE,AS AN EXAMPLE

浙江省是习近平总书记"绿水青山就是金山银山"重要思想的发源地和重要实践地,"两山"重要思想的时代内涵是要处理好生态保护与经济发展的关系,将生态优势转化为经济优势,形成"山水林田湖草"浑然一体、自然和谐的生命共同体。浙江省德清县在践行"两山"发展理念的工作中积极探索新时代的新模式,在德清县西部地区的保护与开发中探索以非建设用地区域管控为核心的"绿水青山"的发展模式,构建四大控制体系,优化区域土地利用,严保生态底线,平衡保护与发展的关系,从区域总体层面上对开发规模进行精准控制与引导,探索"两山"转化的实施路径。

Zhejiang is the birthplace and important practice place of the important concept of lucid waters and lush mountains are invaluable assets"put forward by General Secretary Xi.The connotation of the important concept of"two mountains"is to deal with the relationship between ecological protection and economic development,to transform ecological advantages into economic advantages,and to form a natural and harmonious integration of"mountains,rivers,forests,lakes,and grass".Deqing actively explores the new development mode in the new era based on the development practice of"two mountains",explores the development mode of"lucid waters and lush mountains"with regional control of non-construction land as the core in the protection and development of the western area of Deqing,through the construction of four control systems,optimization of regional land use,strict protection of ecological bottom line,balanced relationship between protection and development,and precise control and guiding of the development scale and capacity from the regional level,so as to explore the implementation path of"two mountains"transformation.
