疫情下医疗卫生设施规划标准研究探索与反思

EXPLORATION AND REFLECTION ON THE RESEARCH OF MEDICAL AND HEALTH FACILITIES PLANNING STANDARDS IN THE CASE OF COVID-19 EPIDEMIC

《城市公共服务设施规划标准》课题研究组结合新冠肺炎疫情防控过程中出现的情况和问题,对医疗卫生设施规划标准研究及时进行了总结和反思,发现:标准研究在强调分级设置医疗卫生设施、按照实际服务人口计算用地指标、对公立医院和社会办医院分别进行规定等方面的创新,有利于更好地应对突发公共卫生事件。但也存在以下不足:概念范围和指标数值未包含突发公共卫生事件发生时额外需要的设施及其指标,缺乏与其他公共服务设施规划标准的校核、从而不利于特殊时期设施的多功能应用,社区卫生服务中心的规划标准有待提升,以及疾病预防控制中心地位较低、规划建设标准滞后等。最后,对标准研究提出进一步完善的初步建议。

Based on the situation and problems in the prevention and control of COVID-19 epidemic,the research team of Standards for Urban Public Service Facilities Planning carries out timely summarization and reflections on the research of medical and health facilities planning standards.It is found that the standards have innovations in the aspects such as attaching importance to establishing medical and health facilities at different levels,setting up land use indicators according to the actual service population,and making separate provisions to public hospitals and social hospitals,which can lead to a better response to the public health emergency.However,there also are deficiencies:the concept and indicator system fail to include the additional facilities and indicators required by the public health emergency;the medical and health facilities planning standards are not checked with other public service facilities,which is not conducive to the multifunctional use of the facilities in the special time;the planning standards for community health service centers need to be improved;the CDC(Center for Disease Control and Prevention)has a lower status and its planning and construction standards lag behind.In the end,this paper puts forward some preliminary suggestions for the further improvement in the research of related standards.
