新形势下基建投资的导向重构、策略创新与政策优化

随着新冠肺炎疫情在全球范围的持续蔓延,世界经济的企稳难度和不确定性显著增加。为应对疫情冲击、防止经济严重衰退,有必要开启投资驱动这一引擎。鉴于中国基建存量的人均水平与发达国家存在明显差距,当前的有效策略仍是向基建投资要潜力,迅速启动包括新基建在内的新一轮基础设施建设。相比于传统基建,新一轮基础设施建设应在实施方式、开发视角、获利思维以及风险理念等方面实现导向重构和策略创新。实践证明,开发性PPP模式凭借其在缓解财政压力、优化组织方式、提升区域价值等方面的明显优势,更能吻合新形势下对基建投资导向的新要求,有利于推动区域协调发展。

With the worldwide spread of Novel Coronavirus Pneumonia(NCP),the difficulty and uncertainty of the world economy's stabilization are increasing.In order to cope with the impact of the epidemic and relieve the pressure of economic recession,it is necessary to start the investment driven engine.In view of the obvious gap between the per capita level of China's infrastructure stock and that of developed countries,the current effective strategy is still to invest in infrastructure with great potential and launch a new round of infrastructure construction,including new infrastructure construction.Compared with the traditional infrastructure construction,the new round of infrastructure construction should be guided and reconstructed in the aspects of implementation mode,development perspective,profit-making thinking and risk concept.It has been proved that the development PPP model,with its obvious advantages in alleviating financial pressure,optimizing organizational mode and enhancing regional value,can better meet the new requirements of infrastructure investment orientation under the new situation and promote regional coordinated development.
