摘要
随着长三角区域一体化发展上升为国家战略,完善长三角区域交通网络,加强跨杭州湾交通联系,为区域经济社会发展提供支撑,已经势在必行。根据国家有关规划和长三角区域交通运输现状,基于跨杭州湾交通运输需求预测,分析了2030年和2050年沪舟跨海通道的客货运输需求,提出了沪舟跨海通道的功能定位、技术标准和建设时机。从地形地貌、地质构造、地震、工程地质、气象与海洋水文、通航与海事、生态环境等方面,对沪舟跨海通道的建设条件进行了讨论。基于通道两端登陆点选择、航道、与大洋山开发的关系以及路网衔接等方面,提出了西线和中线两个线位方案,分单建公路通道、公铁合建通道、单建公路预留铁路通道等提出了初步建设方案,制订了海域无障碍航道(隧道)初步布置方案,进行了投资估算和经济效益分析。对采用大东线方案直接登陆小洋山并接轨东海大桥方案进行了初步工程分析。最后,对下一阶段沪舟跨海通道的深化研究提出了建议。
With the Yangtze River Delta regional integration becoming a national strategy,it is imperative to improve the Yangtze River Delta regional transportation network,strengthen the transportation links across the Hangzhou Bay,and provide support for regional economic and social development.In the paper,according to the national master planning and the current situation of transportation development of the Yangtze River Delta,based on the forecast of transportation demand across the Hangzhou Bay,the passenger and cargo transportation demand of Zhoushan-Shanghai Seacrossing Transport Corridor in 2030 and 2050 are analyzed,and the corridor’s function,technical standards and construction schedule are proposed.The construction conditions of the corridor are discussed from the aspects of topography,geological structure,earthquake,engineering geology,meteorology and ocean hydrology,navigation and maritime,ecological environment,etc.Based on the selection of landing points,the navigation channel,the relationship with the development of Dayangshan,and the connection of the road network,two route schemes in the west and in the middle are proposed.The solutions of only highway,road&railway scheme and highway with rail space reserved are put forward,and the preliminary layout plan for the barrier-free navigation channel(tunnel solution)in the sea area is formulated,and the investment estimation and economic benefit analysis are carried out.The preliminary analysis on the plan to use the Dadong Line to land directly on Xiaoyangshan and connect the Donghai Bridge is carried out.Finally,it is suggested to carry out further studies of the sea-crossing corridor.
