加快形成中国特色高等教育评估制度体系 被引量:22

To Accelerate the Formation of Higher Education Evaluation System with Chinese Characteristics

摘要 高等教育评估是我国一项持续推进40年的高等教育质量保障制度。40年来,我国高等教育评估制度建设取得巨大进展,形成了适合我国国情的高等教育评估的“中国方案”,高等教育评估发挥的作用取得显著成效。站在新的历史起点,加强高等教育评估制度体系建设是我国高等教育实现内涵式高质量发展、加快实现高等教育治理体系和治理能力现代化、加快建设高等教育强国的重要内容和重要保障。未来五年、十年,要聚焦六个重要方面加快推进我国高等教育评估制度体系的现代化,形成更高水平中国特色高等教育评估制度体系。一是评估的目标导向更加鲜明;二是评估理念更加先进;三是评估的分类体系更加科学;四是评估推动改革更加有力;五是评估体系与方法更加现代;六是管理制度更加完善。 Higher education evaluation is a quality assurance system of higher education which has been carried out for 40 years.In the past 40 years,great progress has been made in the construction of China’s higher education evaluation system,and a“China Program”of higher education evaluation suitable for China’s national conditions has been formed.Higher education evaluation has achieved remarkable results.Standing at a new historical starting point,strengthening the construction of higher education evaluation system is an important content and guarantee for China’s higher education to realize connotative high-quality development,speed up the modernization of higher education governance system and governance capacity,and as well as to accelerate the powerful country construction of higher education.In the next five or ten years,we should focus on six important aspects to accelerate the modernization of China’s higher education evaluation system,and form a higher level of higher education evaluation system with Chinese characteristics.Firstly,the goal orientation of evaluation is more distinct;secondly,the evaluation concept is more advanced;thirdly,the classification system of evaluation is more scientific;fourthly,evaluation promotion to reforms is more effectively;fifthly,evaluation system and method are more modern;last,management system is more perfect.
