中国自计划经济到市场经济转型以来,医疗保障制度也经历了从无到有、从起步到逐步完善的过程。71年的医疗保障历程所呈现的是保障结构从多元到整合,保障范围从局部到整体,保障方面从部分到多样的状况。纵观中国经历的两个经济时期的医疗保障历程,计划经济时期中国医疗保障的全民探索以及其架构的基本框架为新时期的医改积累了丰富的经验。与此同时,经济制度的变迁与医疗保障制度的同向发展共同组成了中国医疗保障发展的基本内核。

China has been transforming from a planned economy to a market economy,medical security system also experienced from scratch,from the beginning to gradually improve the process.The 71-year medical security process shows that the security structure changes from diversification to integration,the scope of protection extends from part to whole,and the aspects of protection from part to various conditions.Throughout the two economic periods of China's medical security process,In the period of planned economy,the universal exploration of China's medical insurance and its basic framework have accumulated rich experience for the medical reform in the new period.At the same time,the changes of the economic system and the development of the medical security system constitute the basic core of the development of China's medical security.
