成都市以河长制信息化建设提升现代化治水能力的实践与思考

Capacity building for water governance in modern age by application of information technology for river chief system in Chengdu City

近年,成都市以河长制为抓手,组建了河湖保护和智慧水务中心,广泛运用云计算、物联网、大数据、移动互联网等新技术上线河长制管理信息系统,强化“成都e河长”巡河APP运用,探索“智慧水务”建设,统筹推进智慧治水,开启“互联网+大数据”治水护水新模式。水质改善更加明显,河长制工作更加“有实”,跨区域协同治理更加有效,社会公众参与更加广泛,特别是成都邛崃市借力腾讯“为村”平台推动河湖共治成效显著。新形势下成都将继续完善河长制信息化顶层设计,持续提升水务信息化水平,积极构建流域、部门联动机制,推动水生态价值的转化利用,构建共建共治共享治水新格局,推进水务工作治理体系和治理能力现代化。

Under the initiative of the river chief system in recent years,Chengdu sets up a smart water center for river and lake protection that combines cloud computing,Internet of things,big data and mobile Internet,to form an online system and“internet plus big data”model for water governance by using the App for river chiefs to conduct patrol inspection of rivers in Chengdu,with the aim of integrated management of water by intelligent technology.Water quality has improved obviously,the work of river chief system has become more“practical”,the trans-regional coordinated governance has become more effective,and the public participation has been more extensive,especially in the Qionglai city which has built the platform“for the village”with the help of Tencent.In a new age,Chengdu shall continue to improve top-level design and informatization level,enable joint actions between river basin authorities and departments,maximize the value of water ecosystem and achieve modernization for water governance with the creation of a new pattern of co-construction,co-governance and co-sharing.
