由政府主导和鼓励的生态移民搬迁工程,其目的是为了发展经济与保护环境。对于政策执行后果,除一般意义上的统计数据之外,从搬迁主体——村民的真实生活过程,能看到更多深层次的事实。双海子裕固人在重建家园后,经历了一个从经济起飞到低迷,再到深陷贷款恶性循环的过程。在发展才是硬道理的旗帜下,从国家到地方再到个体村民,无不深受发展主义大潮影响,但双海子裕固人的“发展”故事表明,在单纯关注经济增长外,生计转变以及文化转型因素也应该予以重视。

The ecological migration relocation project guided and encouraged by goverment is aimed at developing the economy and protecting the environment. Ar for the consequences of policy implementation,in addition to the general statistical data,the real life process of relocation subject-villagers can let us know about the deeper facts. Based on the qualitative research method,this paper deeply describes the fact that the economy of the Yugur people in Shuanghaizi has taken off from the economic downturn to vicious circle of loans after rebuilding their homes. Under the banner that development is the absolute principle,the state,local government,individual and villagers are all deeply influenced by the high tide of development doctrine. However,the story of "development"of Shuanghaizi Yugur people tells us that besides focusing solely on economic growth,we should also pay more attention to livelihood transformation,cultural transformation and cultural transformation factors.
