生活垃圾焚烧稳定化飞灰分区单独填埋处理实践探索——以常州市生活废弃物处理中心项目为例

Practical Exploration on the Separate Landfill Treatment of Stabilized Fly Ash from the Incineration of MSW:A Case Study on Changzhou Domestic Waste Treatment Center Project

填埋作为生活垃圾焚烧稳定化飞灰最主要的处理方式,相关国家建设标准和运行规范尚不健全。常州市生活垃圾废弃物处理中心近年来开展了稳定化飞灰的填埋工作,实践表明,飞灰库区建设时应结合稳定化飞灰特性和填埋工艺等,建设防渗系统、地下水导排系统等必要设施,气体导排和防飞扬等设施不必再建,渗滤液导排系统和渗滤液处理设施在管理到位的前提下也不需建设;稳定化飞灰采用吨袋包装,加强入场质量检测,避开雨(雪)天作业,严格按危险废物转移要求进行申报和运输;按照符合填埋需要的工艺和吊装式作业方式开展填埋作业,加强覆盖,可实现渗滤液零产生。

As the most important treatment way for stabilization incineration fly ash,relevant national construction standards and operation norms of landfill are not yet perfect.The landfill work of stabilization fly ash has been carried out by Changzhou domestic waste treatment center in recent years.The practice showed that the construction of the fly ash reservoir area should be combined with the characteristics of stabilization fly ash and landfill technology,etc,to build necessary facilities such as anti-seepage systems and groundwater drainage system.Gas discharge and anti-flying facilities did not have to be built,leachate drainage system and leachate treatment facilities were not required to be built under the premise that the management was in place.Stabilization fly ash was packed in tons of bags,and should strengthen the quality test of admission,avoid operated in rain or snow days,declare and transport in strict accordance with the requirements of hazardous waste transfer.Landfill operation could be carried out in accordance with the process and hoisting operation methods that meet the needs of landfill,and through strengthening the coverage,zero production of leachate could be achieved.
