垃圾分类政策实施后对北京市现有焚烧设施的影响及对策

Impact and Measures on the Existing Incineration Facilities in Beijing After the Waste Classification Policy Implementation

新修订的《北京市生活垃圾管理条例》于2020年5月1日正式实施后,进入垃圾焚烧厂的垃圾在数量、热值、理化特性等方面发生了明显变化,将会影响现有垃圾焚烧设施运行的安全性、经济性。为确保北京市已建成的垃圾焚烧设施能够正常运行,对北京市垃圾分类政策、北京市部分垃圾焚烧厂设备及运行现状、已实施垃圾分类政策的上海市部分垃圾焚烧厂运行现状进行了充分调研,分析了政策实施后对现有垃圾焚烧设施的影响,从而提出可行的应对措施。

After the formally implemented of the newly revised Beijing Municipal Solid Waste Management Regulations on May 1,2020,significant changes have taken place in the quantity,calorific value,physical and chemical properties of the waste that entering the waste incineration plant,which would affect the safety and economy of the operation of the existing waste incineration facilities.To ensure the normal operation of the established waste incineration facilities in Beijing,the waste classification policy of Beijing,the equipment and operation status of some waste incineration plants in Beijing,and the operation status of some waste incineration plants in Shanghai that have implemented the waste classification policy were fully investigated.The impact on the existing waste incineration facilities after the policy implementation was analyzed,and the feasible countermeasures were put forward.
