河道水环境治理的困境及思考

目前我国河道水环境治理出现了控源截污不彻底,过分依赖生态修复,注重单一河道或河段治理、忽视流域河网综合治理,对构建生态系统完整性认识不足,重工程建设、轻维护管理等困境。通过分析和思考我国河道治理的历程及目前河道水环境治理的现状和困境,提出了控源截污是河道水环境治理的前提、流域河网综合治理是河道水环境治理的方向、生态治理是河道水环境治理的趋势、科学管理和智慧化管理是河道水环境治理的保障。

At present,the water treatment of the river water in our country has the problems of incomplete source control and pollution interception,over-reliance on the ecological restoration,the treatment of a single river channel or the river section,the neglect of comprehensive treatment of river network of river basin,the insufficient understanding of construction of ecosystem,the heavy engineering construction,the light maintenance management and the like.By analyzing and thinking about the course of river management in China and the present situation and predicament of river water environment management,this paper puts forward that controlling source and intercepting pollution is the premise of river water environment management,the comprehensive management of river network is the direction of river water environment management,ecological management is the trend of river water environment management,and scientific management and intelligent management are the guarantee of river water environment management.
