化工园区“一企一管”管理模式探索与实践

辽宁省产业结构中重化工业占比较高,化工园区数量多、污染负荷重。鞍山腾鳌精细有机新材料产业园在2019年6月以前将工业废水直接排入市政管网,与生活污水混合处理。由于个别企业偷排偷放、超标排放,造成下游腾鳌污水处理厂生化治理系统瘫痪,长期不能稳定达标运行,影响太子河刘家台国考断面水质达标。为加强环境监管、厘清企业责任,海城市在全省县级市中率先实施了“一企一管”管理模式。分析了该模式的探索与实践,结果表明,该模式强化了企业治污主体责任,提高了污水处理厂运行效率,提升了园区内部管理水平。

The heavy chemical industry accounts for a high proportion in the industrial structure of Liaoning Province,with many chemical parks and heavy pollution load.Anshan Tengao Fine Organic New Materials Industry Park directly discharged industrial wastewater into municipal pipe network before June 2019,mixed with domestic sewage treatment.As a result of some enterprises secret discharge,exceeding the standard discharge,resulting in the paralysis of the biochemical treatment system of downstream Tengao sewage treatment plant,it is unable to have a long-term stable operation,and then affecting the water quality of the Taizihe River Liujiatai national examination section up to the standard.In order to strengthen the environmental supervision and clarify the corporate responsibility,Haicheng has taken the lead in implementing the management mode of“One enterprise,One pipe”in the county-level cities of the province.This model strengthens the main responsibility of enterprise pollution control,improves the efficiency of sewage plant operation,and improves the internal management level of the park.
