风险型环境群体性事件协同治理探究——基于社会燃烧理论视角

Research on Collaborative Governance of Risk-based Environmental Group Events from the Perspective of Social Combustion Theory

环境群体性事件的发生会引发诸多社会治理问题。为寻求应对之策,需要先对其逐步演化的条件加以梳理,明晰其发展的内在规律。文章通过建立静态与动态演化模型探寻风险型环境群体性事件的演化机理,从社会燃烧理论视角切入,对其进行分类整理,并基于社会燃烧理论应对社会风险模式,针对性地从“化解燃烧物质”“掌控助燃剂”和“剪除导火索”三方面提出从信息共享机制、公众参与机制、利益平衡机制、激励机制、保障机制和协商对话机制等方面来完善环境群体性事件的协同治理模式,最终推进事件的解决。

The incidence of environmental group events will cause many problems of social governance.It is necessary to comb out the conditions of their gradual evolution and clarify the internal laws of their development.By establishing static and dynamic evolution models,this paper clarifies the evolution mechanism of risk-based environmental group events and classifies them from the perspective of social combustion theory.Finally,based on the social combustion theory to deal with social risk patterns,through“removing burning materials”,“controlling accelerators”and“cutting off fuses”,this paper puts forward that it can improve the collaborative governance model of environmental group events from the aspects of the information sharing mechanism,public participation mechanism,interest balance mechanism,incentive mechanism,safeguard mechanism and consultation and dialogue mechanism,so as to promote the settlement of events.
