摘要
目前卫星技术状态管理中存在订购方介入少、状态变化多、继承性差等问题,随着卫星研制由分散的定制试验品向批量的成熟产品转变,对卫星及配套产品的技术状态管理提出更高的要求。提出了由卫星订购方组织的对卫星状态鉴定概念,通过由单机到分系统再到整星层层递进的规范化状态鉴定申请、审查和审批程序,正式确定卫星的技术状态,作为同型号后续批次卫星生产和验收的依据,增强了订购方对卫星系统状态的管控,同时也有利于提升卫星单机的标准化、通用化水平。结合样例说明了卫星产品分级,以及各级产品状态鉴定的工作流程、审查审批单位和所需的文书,最后对开展卫星状态鉴定工作提出了建议。
There are some problems in satellites technical state management at present,such as low involvement of the first party,frequency changes and poor inheritance,etc.As the mode of satellite research and development are now transforming from decentralized experimental products to batch production mode,there are stricter requirements for technical state management of satellites and its components.A new concept is proposed in this paper:state identification,which is organized by the first party.The technical state of a satellites is confirmed step by step from components to subsystems to the whole satellite by normative procedure including application,examination and authorization.The state identification can be used to determinate of the production and acceptance standard for subsequent batches,enhance the control of the state identification by the first party and promote the standardiza-tion and generalization of components.A sample is showed to illustrate the division and classification of a satellite,followed by the work flow,responsible departments and documents for the state identification.The advice for state identification of satellites are given at the end.
