工程投融资建设模式回购风险与控制策略研究

On Risk of Repurchase and Controlling Strategies of Construction Mode of Project Investment and Financing

我国城市公共基础服务设施建设越来越多采取工程投融资建设模式,来保障公共项目投融资建设中的多方权益。但由于地方政府信用资质、融资渠道、回购能力等存在一定局限,使得工程项目建设、回购过程中的风险增大,回购时间拖延、回购价款审计错误、回购担保难以兑现等风险问题,制约着公共基础工程项目的顺利推进。从工程投融资建设的回购风险着手,探究项目回购风险产生的影响因素,对政府回购方信用资质作出评价,并提出工程投融资回购风险管理控制的实施策略。

Nowadays,more and more construction models of project investment and financing are adopted to protect the rights and interests in the construction of public project investment and financing.However,due to the limitations of local governments’credit qualification,financing channels and repurchase ability,the risks in project construction and repurchase process increase,such as the delay of repurchase time,the wrong audit of repurchase price,and the difficulty in realizing the repurchase guarantee,etc.,which restricts the smooth progress of public infrastructure projects.To this end,this paper analyzes the repurchase risk of project investment and financing,explores the influencing factors of project repurchase risk,evaluates the credit qualification of government repurchase parties,and puts forward the implementation strategies for managing and controlling risks of repurchase in the construction of project investment and financing.
