国家治理现代化视域下制度建设的逻辑和框架

The logic and structure framework of the construction of Institutions in the Modernization of State Governance

党的十九届四中全会系统论述和布局中国特色社会主义制度建设,为国家治理现代化提出了深层次的制度化任务,明确建设和发展中国特色社会主义中制度是基础,治理是抓手,以一系列重大举措做出全面部署,为推进新时代伟大实践的创新发展指明了方向。通过对党的十九届四中全会及其《决定》的中心主题和新时代经济社会发展与治理状况的把握,可以梳理出这一主题产生的逻辑脉络,这一主题充满了国家治理的问题意识,又蕴含深刻的改革方法论。因循这一逻辑,从治理所涉及的组织与权力关系的维度,可以更加明确《决定》所要推进的制度建设的结构框架。新时代把制度体系优势转化为国家治理效能,在回答好“坚持和巩固什么、完善和发展什么”的重大政治问题的基础上,对建设什么样的制度体系、怎么样建设制度体系、形成什么样的治理体系与治理能力等一系列问题做出规划和部署,并以执行制度来保证规划的落实。

The Fourth Plenary Session of the 19th Central Committee of the CPC systematically discusses and arranges the construction of the socialist system with Chinese characteristics,puts forward some tasks of institutionalization for the modernization of state governance,makes clear that the institution is the foundation of the construction and development of socialism with Chinese characteristics,and points out the direction for promoting the innovation and development of the great practice in the new era with a series of major policies.By understanding the Decision of the Fourth Plenary Session of the 19th Central Committee of the CPC and the economic and social development and governance in the new era,we can sort out the logic of the theme,which is full of the problem consciousness of state governance and contains profound reform methodology.According to this logic,from the perspective of the relationship between organization and power involved in governance,we can more clearly define the structural framework of institutional construction to be promoted by the Decision.In the new era,inorderto transform the advantages of institutional system into the efficiency and effectiveness of state governance.We should not only answering the major political questions of“what should be upholding and improving”,we should also make plans and arrangements,such as what kind of institutional system to build,how to build institutions,what kind of governance system to form and what kind of governance capacity to be built,and ensure the planning by implementing systems.
