摘要
抽水蓄能电站在电力系统中发挥了显著的静态效益和动态效益,是电力系统不可缺少的调节工具。在发展过程中出现了造价攀升、经济性下降、被天然气调峰电站替代、电价疏导机制不完善等问题。针对制约抽水蓄能发展问题的探讨,建议严控抽水蓄能造价、市场过渡期建立费用分摊补偿机制以及建立完善的辅助服务市场等应对措施。
As an indispensable adjustment tool of the electric power system,pumped storage power station is of significant static and dynamic benefits.While in the development of the pumped storage power station,various difficulties arise such as the rising cost,declining economy,replacement by the gas-fired peak shaving power station,and improper electricity price regulation mechanism.Based on the analysis of these issues,corresponding countermeasures are proposed,including the strict control of the construction cost,establishment of the cost apportion and compensation mechanism during the market transition period,and establishment of a complete auxiliary service market.
