试析美及其盟国对华科技施压状况

The Analysis of High-tech War Against China by the U.S.and Its Allies

基于美国的战略传统、全球产业链的特征以及美国与部分盟国存在战略共识,美国政府已推动盟国配合其对华科技施压。由于美方的对华制裁措施有损盟国利益等因素的影响,使得美国构建对华科技施压联盟体系的努力受到制约。当然,美国的诸多盟国仍将与美国保持有限的配合度。鉴此,中国强化自主创新与妥处"第三方"因素将对缓解美国的联盟施压具有重要作用。而且美国的政策倾向会侵蚀全球经济发展动能,这会削弱盟国对美国对华科技施压的支持。

Industrial chain,and the consensus between the US and some of its allies,the Trump administration has made great efforts to push the allies to cooperate with the US in its high-tech war against China.The efforts of the US to build anti-China high-tech alliances have been constrained by some factors,such as America's national interests are at the expense of its allies.However,many America’s allies will maintain limited cooperation with the U.S.in high-tech war on China.Therefore,China's strengthening of independent technology innovation and proper handling of relations with key allies of the U.S.will play an important role in easing the strategic pressure from the US.It is worth noting that the America’policies will erode the momentum of global economy,which will weaken the tech-war alliances built by the US.
