摘要
在历史制度主义中结构逻辑与历史逻辑的双重分析框架下,抽象出我国区域警务合作制度的变迁逻辑:外部环境与功能需求转变产生外部动力,变迁主体间博弈引导变迁秩序的发展方向,观念因素则塑造了制度的顶层设计;制度变迁中存在明显的路径依赖,中央警察权在关键节点发挥了重要作用。我国警务制度的变迁动力机制是一个双重压力模型,变迁方向与国家警务战略重心动态发展的变迁轨迹重合,并遵循着渐进主义的变迁哲学。
Under the dual analytical framework of structural logic and historical logic in historical institutionalism,the logic of the change of regional police cooperation system is as follows:external environment and functional demand,game between the change subjects and concept factors which affects the direction and order of institutional change,and the central police power which plays an important role in breaking through path dependence at key nodes.In conclusion,the dynamic mechanism of China's police system changes is a dual pressure model.The change direction coincides with the dynamic development of the national police strategic focus,and follows the evolutionary philosophy of change.
