天津市中学生科技创新人才培养机制研究

摘要 天津市在实施中学生科技创新人才培养计划的过程中,不断探索中学和大学联合发现和培养中学生科技创新人才的培养方式、组织方式和考评方式,形成了特有的管理体制与运行机制。通过收集天津市实施首届英才计划做法与成效的资料数据进行分析研究,发现新型中学生科技创新人才培养模式的核心特征是中学与大学的联合。在管理体制上,实行项目管理的专家委员会制度,落实协调各方的办事机构,促进中学和大学各自组建一支相应的工作队伍作为组织保障;在运行机制上,抓好初期选项、过程跟踪管理、成效评估三大环节。 In the process of implementing the training plan of science and technology innovation talents for middle school students,Tianjin has constantly explored the training modes,organization modes and evaluation modes for the joint discovery and training of middle school students'science and technology innovation talents by middle schools and universities,forming its own unique management system and operation mechanism.Through the analysis and research on the data of the implementation of the first talent plan in Tianjin,it is found that the core feature of the new training mode for middle school students is the combination of middle school and university.In terms of management system,it is necessary to implement the expert committee system for project management,implement and coordinate the agencies of all parties,and promote middle schools and universities to set up a corresponding working team as the organizational guarantee.In terms of operation mechanism,it is necessary to pay attention to the three links of initial selection,process tracking management and effectiveness evaluation.
