基本医疗保障促进老年人口健康:医疗与保健的双路径分析

基本医疗保障制度通过医疗、保健两条路径对老年健康产生影响。从医疗路径来看,基本医疗保障制度可通过医疗服务利用率、医疗支出、就医行为、医疗服务的及时性促进老年人口健康;从保健路径上看,基本医疗保障制度可通过营养绩效、保健服务、心理减压与健康行为促进老年人口健康。在对基本医疗保障制度体系进行梳理后发现,当前的制度安排主要是通过医疗路径作用于老年健康,保健路径的健康促进功效尚未充分发挥。将健康理念融入基本医疗保障制度,确定重点健康促进对象,强化老年健康的保健路径建设,对接各类健康保障政策,是基本医疗保障制度改革与政策创新的基本取向。

The basic medical security system has an impact on the health of the elderly through two paths of medical treatment and health care.From the perspective of medical treatment path,the basic medical security system can promote the health of the elderly through the utilization rate of medical services,medical expenditure,medical treatment behavior and the timeliness of medical services.From the perspective of health care path,the basic medical security system can promote the health of the elderly through nutritional performance,health care services,psychological decompression and health behavior.After sorting out the basic medical security system,it is found that the current system arrangement mainly affects the health of the elderly through the medical treatment path,and the health promotion effect of the health care path has not been fully explored.The basic orientation of the reform of the basic medical security system and policy innovation is to integrate the health concept into the basic medical security system,determine the key health promotion objects,strengthen the health care path construction of the health of the elderly,and connect various health security policies.
