按病种收费政策推行现状分析与改善措施研究

Analysis of the Current Situation of Implementing the Policy of Charging According to Disease Types and Research on Improvement Measures

按病种收费政策作为能够合理控制医疗费用的付费方式,作为医疗改革的重要组成部分已在我国开始实行,虽在一定程度上取得了成效但在实施过程中也发现了一些不足与限制。该文通过分析按病种收费政策的国内外研究与推行情况,结合当前政策在实际运行中遇到的问题,探讨了当前该政策在我国背景下的运行方式与取得的效果。进而对于政府和医院处在改革的不同位置上,应当如何协调配合推动该政策的顺利施行,达到优化利用医疗资源,控制医疗费用增长,减轻公民医疗负担的改革目标提出了进一步的改善建议。

As a payment method that can reasonably control medical expenses,the disease-based charging policy has been implemented in our country as an important part of the medical reform.Although it has achieved certain results,some shortcomings and deficiencies have been found in the implementation process.This article analyzes the domestic and foreign research and implementation of the disease-based charging policy,combined with the problems encountered in the actual operation of the current policy,and explores the current operating mode and results of the policy under the background of our country.Furthermore,the government and hospitals are in different positions in the reform,and how to coordinate and cooperate to promote the smooth implementation of the policy,to achieve the reform goals of optimizing the use of medical resources,controlling the growth of medical expenses,and reducing the medical burden of citizens.
