摘要
洪涝灾害包括内涝和外洪,两者既有区别又紧密联系。在对内涝和外洪关系分析的基础上,借鉴美国在城镇洪涝灾害防治方面的经验,提出城镇排水防涝和流域防洪在标准和技术上的衔接,详细阐述并分析了城镇排水标准、内涝防治标准、治涝标准和防洪标准规定的内容和彼此之间的衔接条件,从规划和工程两方面提出了技术衔接的途径,并提出明确排水防涝与防洪的职责与界限、加强规划管控、加强信息共享和建立联防联控机制等建议,以期为新时代城镇排水防涝和流域防洪工作提供参考。
Flood disasters may be incurred by urban flooding or/and river basin flooding,which are different,however closely related.Based on their relationship,this paper proposed how to coordinate between urban flooding control system and river basin flooding control system in standards and technology,taking the experience of the United States into consideration.This paper firstly introduced a few related standards,including standards for urban drainage system,standards for urban flooding control,standards for waterlogging control and standards for river basin flooding control and etc.Then it discussed their coordination in both planning and engineering aspects,including clarifying the responsibilities and boundaries of both control systems,strengthening planning,management and information sharing,as well as establishing joint prevention and control mechanisms.
