摘要 《深化新时代教育评价改革总体方案》(以下简称《总体方案》)是新时代关于教育评价系统性改革的纲领性文件。《总体方案》注重坚持正确的政治方向,注重问题导向,注重系统整体推进,注重落地见效。《总体方案》提出“改进结果评价,强化过程评价,探索增值评价,健全综合评价”,是教育评价改革重要的思路创新、路径创新,体现了对教育规律和人才成长规律的尊重。《总体方案》强调改革党委和政府教育工作评价,抓住了教育评价改革的关键点,是《总体方案》的亮点所在。《总体方案》坚持把立德树人成效作为检验学校一切工作的根本标准,引导各级各类学校认真落实立德树人根本任务。《总体方案》通过改革教师评价,引导教师履行教书育人第一职责,扭转“唯论文”“唯帽子”倾向。《总体方案》提出改革学生评价的7项措施,意在改变以分数给学生贴标签的做法,破除“唯分数”“唯升学”顽瘴痼疾。《总体方案》强调改革用人评价,目的在于破除“唯文凭”的弊端,树立正确用人导向,正向牵引教育事业健康发展。 As a document of overarching importance for the systematic reform of educational evaluation,the Overall Plan for Deepening Educational Evaluation Reform in the New Era focuses on adhering to the correct political direction,solving real world problems,making systemic advances,and ensuring positive outcomes.As significant breakthroughs in both theory and practice,the proposals of improving outcome-based evaluation,strengthening process-based evaluation,exploring value-added evaluation and optimizing comprehensive evaluation show respect for the way education and student growth should be.As a feature distinctive from previous documents,the plan stresses that both Party committees and governments at all levels should change the way they look at education outcomes,which is the key to success of the reform.The plan insists on taking the effectiveness of education in morals and values as the fundamental standard for appraising all school work,which in turn will guide all types of schools at all levels to earnestly accomplish this fundamental task.The plan also proposes reforms in teacher evaluation so as to urge teachers to perform their uttermost duty of teaching and reverse the tendency of overemphasizing on the articles they have published and the titles they have earned.In the meantime,the plan puts forward seven measures to reform student evaluation,which aims to change the practice of labeling students with test scores and to break the chronic malady of“only scores”and“only further education”.The plan also stresses the importance of reforming personnel evaluation,with a view to playing down the emphasis on diplomas,urging employers to evaluate employees based on their performance,and in turn driving healthy development of education.
