军事需求评估的理论与方法研究

针对军事需求工程中评估环节日趋重要但相关研究又相对较少的问题,在分析梳理军事需求、军事需求论证、军事需求评估等概念基础上,基于质量功能展开(Quality function deployment,QFD)方法,设计了军事需求论证阶段方案评估的流程环节和具体的方法步骤,以新的视角回答了军事需求评估评什么、怎么评等问题。算例计算得出的方案需求满足度结果与实际情况基本相符。表明设计的评估思路和采用的评估方法可以对军事需求开发阶段的方案进行合理有效评估,具备理论分析和实践应用价值。

The assessment in military requirement engineer is becoming more and more important,but the related research is relatively few.On the basis of analyzing the concepts of military requirement,military requirement demonstration and military requirement assessment,the assessment process and specific steps are designed based on the quality function deployment(QFD)method.From a new perspective,it answers what and how to assess the military requirement.The requirement satisfaction calculation results of an application example is basically consistent with the actual combat application.The application example indicates that the design thinking and method can effectively assess the scheme.It has theoretical analysis and practical application value.
