Research on International Law Enforcement and Security Cooperation among the Countries and Regions along the Belt and Road

与“一带一路”沿线国家和地区积极开展国际执法安全合作,对发展与沿线国家和地区友好关系,应对安全形势变化,加强经贸领域合作,维护我国的海外利益等具有重要意义,但也存在执法安全合作动力不足、机制不健全、合作能力不强等问题。根据总体国家安全观视域下国际执法安全合作的生成逻辑,聚焦反恐领域,应加强反恐战略沟通与对话,增强反恐合作共识;关注涉恐人员的跨国流动要素,同沿线各国开展制度化合作;加强内部管制与外部合作,提升反恐国际执法安全合作的能力。

International law enforcement and security cooperation among the countries along the Belt and Road is of great significance to developing friendly relations with countries along the Belt and Road,responding to the changing security situation,strengthening economic and trade cooperation,and safeguarding China's overseas interests.However,there are also problems such as insufficient impetus,imperfect mechanisms and weak cooperation capacity for law enforcement and security cooperation.Based on the generative logic of international law enforcement and security cooperation from the perspective of the overall national security concept,efforts should be made to focus on counter-terrorism,strengthen strategic communication and dialogue on counter-terrorism,intensify consensus on counter-terrorism cooperation,pay attention to the factors of cross-border movement of people involved in terrorism and carry out institutionalized cooperation with countries along the Belt and Road,strengthen internal control and external cooperation,and enhance capacity for international law enforcement and security cooperation against terrorism.
