摘要
《新能源汽车产业发展规划(2021-2035年)》征求意见稿提出“完善企业平均燃料消耗量与新能源汽车积分并行管理办法,建立与碳交易市场衔接机制”。对此本文开展关于双积分管理与碳市场衔接的相关研究工作。从乘用车节能减排必要性、双积分政策与碳市场目标协同性和衔接的内外部可行性评估等方面开展研究,初步结论是2030年之前不具备衔接的条件。
The draft of new energy vehicle industry development plan(2021-2035)proposes to“improve the parallel management method of enterprise average fuel consumption and new energy vehicle points,and establish the connection mechanism with carbon trading market”.In this regard,this paper carries out the relevant research on the connection between double integral management and carbon market.From the aspects of the necessity of energy saving and emission reduction of passenger cars,the internal and external evaluation of the synergy and convergence between the double integral policy and carbon market objectives,the preliminary conclusion is that there is no convergence condition before 2030.
