在我国已进入高质量发展阶段的关键时期,科技创新发展应以自主创新为动力,提高创新能力为核心,完善创新体系为基础,富民强国为宗旨。坚持创新能力、创新体系和创新生态建设三位一体,深化科技创新体制机制改革,完善国家科技计划体系,建立适应高质量发展的科技创新政策体系。

In the critical period that our country has entered the phase of high-quality develop⁃ment,the development of scientific and technological innovation should regard independent in⁃novation as the driving force,improving the innovation ability as the core,improving the innova⁃tion system as the foundation,and making people prosperous and country strong as the destina⁃tion.We should adhere to the construction of innovation ability,innovation system and innova⁃tion ecology as a trinity,deepen the reform of scientific and technological innovation system mechanism,perfect the system of the national science and technology plans,and establish a poli⁃cy system for scientific and technological innovation that adapts to high-quality development.
