对城市更新规划精细化管控体系构建的思考——以深圳市福田区更新统筹规划为例

Thoughts on the Construction of a Refined Management and Control System for Urban Renewal Planning:A Case Study of Futian District

深圳作为一个大规模开展存量更新的城市,自2009年以来在实践中逐步建立了从市、区到地方的城市更新三级管控体系,但常常由于缺乏区级层面的更新统筹,重点片区更新统筹规划难以落实,管控目标难以落地。在深圳市强区放权行政背景下,各区面对在规划实施和管理过程中出现的问题,针对性地构建和完善了城市更新的管控体系。福田区为了避免市场主导下城市更新项目碎片化、小型化的弊端,更好地承接放权后城市更新单元计划规划审批,建立了福田区城市更新的三级管控体系,通过增加区级更新统筹规划,探索更加系统性、精细化的城市更新管控体系。区级更新统筹规划对片区更新统筹规划的编制内容做出规定,对接市场诉求,保障区域统筹要求落地。同时编制了重要区域城市设计导则,引导城市更新项目高品质建设。

Shenzhen,as a city with large-scale built-up area renovation,has gradually established from practice since 2009 a three-layer urban renewal management and control system,i.e.,from city to district and to local level.However,due to the lack of district-level renewal planning,it is often difficult to implement the renewal plan or control objective in key districts.In the context of administrative decentralization,the city’s district planning bureaus have improved their urban renewal management and control system accordingly.In order to avoid fragmentation and miniaturization of urban renewal projects led by the market,and better undertaken the planning and approval of the urban renewal unit plan after decentralization,Shenzhen’s Futian district has established a three-layer management and control system for urban renewal.The district-level update and overall planning makes provisions for the preparation of the district’s detail planning,meets market demands,and guarantees the implementation of regional overall planning.At the same time,guidelines for urban design in key regions are compiled to guide the high-quality construction of urban renewal projects.
