政府购买社区居家养老服务的绩效棱柱模型评价研究

The Performance Evaluation of Government Purchasing Community Home-based Care Services Based on Prism Model

社区居家养老服务实现了家庭与社区养老的有机融合,是政府购买公共服务的重要内容。为避免单一主体评价的片面性,在分析政府购买社区居家养老服务利益相关者基础上,将绩效棱柱模型引入到政府购买服务的绩效评估中,构建了绩效评价指标体系,并结合山东省三市的问卷调查进行了实证分析。研究结果表明,虽然政府购买服务的绩效总体处于“比较满意”的水平,但仍存在在购买服务过程中政府“官僚式”主导过强、忽视各利益相关者能力,以及社区职责模糊等影响绩效提升的因素。对此,政府需综合考虑利益相关者期望,强化各利益相关者的能力并完善政府购买服务的内部流程。此外,社区要明晰其双重职责,促进建设“政府—社会组织—老年人及家属—社区”的动态协同服务网络,提升政府购买社区居家养老服务的绩效水平。

The community home-based care serviceshave achieved an organic integration of family and community care,which is an important part of the government's purchase of public services.Based on the analysis of the stakeholders in the government's purchase of community home-based care services,the performance prism model was introduced into the performance evaluation of government's purchases of services,and a performance evaluation index system was constructed,combined with the questionnaire survey in three cities in Shandong Province.The results show that although the overall level of performance evaluation of government purchase is in a“relatively satisfactory”state,there are still strong bureaucratic dominant factors in the process of purchasing services,ignoring the abilities of various stakeholders,and vague community responsibilities,which affect the performance improvement.In this regard,the government should comprehensively consider the value expectations of all stakeholders,strengthen the abilities of all stakeholders,and improve the internal process of government purchasing services.In addition,the community should clarify its dual responsibilities,promote the construction of a dynamic collaborative service network formed by“government,social organizations,the elderly and their families,and the community”,so as to effectively improve the performanceof government purchasing community home-based care services.
