中国碳减排政策对地区低碳竞争力的影响分析--基于省际面板数据的分析

Analysis on the Impact of China’s Carbon Emission Reduction Policies on Regional Low-Carbon Competitiveness Based on Provincial Panel Data

把握碳减排政策工具的使用,厘清碳减排政策对低碳竞争力的影响,对于推进我国温室气体减排,促进低碳发展至关重要。以2005—2016年中国各省份的面板数据为样本,从产业层面选取四个维度构建省域低碳竞争力评价指标体系,并运用熵值法进行测算。然后建立面板数据模型,实证检验了我国不同类型碳减排政策工具对地区低碳竞争力的影响。研究发现:我国命令控制型碳减排政策不利于地区低碳竞争力的提升,其对提升企业技术创新的影响力低于环境治理成本增加的影响力,市场激励型碳减排政策则有助于提升地区低碳竞争力。因此,政府应不断丰富市场型政策工具,充分发挥市场作用,通过市场机制引导企业以较低成本完成碳减排的同时有效提升地区低碳竞争力。

Mastering the use of carbon emission reduction policy tools,and clearing up the impact of carbon emission reduction policies on low-carbon competitiveness,are essential for China to reduce greenhouse gas emissions and promote low-carbon development.Taking the panel data of Chinese provinces and regions from 2005 to 2016 as samples,this paper selects four dimensions from the industrial level to build the evaluation index system of low-carbon competitiveness of provinces and regions and uses entropy method to measure it.Then a panel data model was established to empirically test the impact of different types of carbon emission reduction policy tools in China on regional low-carbon competitiveness.The study found that China’s commanding and controlling carbon reduction policy is not conducive to the improvement of regional low-carbon competitiveness,and its influence on the promotion of enterprise technological innovation is lower than that of the increase in environmental governance costs,and market-incentive carbon emission reduction policies are helpful to enhance regional low-carbon competitiveness.Therefore,the government should continue to enrich marketbased policy tools,fully play a role of the market,and guide enterprises to complete carbon emission reductions at a lower cost and enhance regional low-carbon competitiveness effectively through market mechanisms.
