摘要
以我国2007年排污权有偿使用和交易试点政策为准自然试验,利用双重差分法实证检验排污权有偿使用和交易制度对绿色技术创新的影响。研究表明:排污权有偿使用和交易试点政策显著促进了试点地区绿色技术创新水平的提升,但促进效果偏弱且具有时滞性;进一步,分类型和分地区的异质性归回结果显示,试点政策对我国不同区域、不同创新类型的绿色技术创新的促进作用存在显著差异,东部地区的促进作用最强,主要是有效推动了绿色发明专利的增长,中西部地区的促进作用较东部地区偏弱且偏向于绿色实用新型专利。
Taking the pilot policy of paid use and trading of emission rights started in 2007 as a quasi-natural experiment,this paper empirically analyzes the impact of the paid use and trading system of pollution emission rights on green technology innovation by using difference-in-difference method.Results show:The pilot policy of paid use and trading of emission rights has significantly promoted the level of green technology innovation in pilot areas of China,but the promotion effect is weak and with time lag.Furthermore,the results of heterogeneous regression by type and region showed that,there are significant differences in the role of pilot policies in promoting the innovation of green technologies in different regions and types of innovation.The eastern region has the strongest promoting effect,which mainly effectively promoted the growth of green invention patents.The promoting effect in the central and western regions is weaker than that in the eastern region and tends to favor green utility model patents.
