Construction of the Index System of Land and Space Planning under the Background of"Mult-plan Integration":Take Shenyang City as an Example

总结国内外区域性中心城市战略规划指标体系构建经验,借鉴国内外权威城市发展研究机构指标体系研究成果,遵循最新国土空间规划实施监测评价指标体系要求,结合沈阳自身发展特色,纵向评价沈阳城市体检评估发现的问题,立足加快推进国家中心城市建设的总体目标和沈阳市国土空间总体规划编制工作,构建有助于国家中心城市功能提升和国土空间规划顺利实施的规划指标体系。

This paper summarizes the experience of constructing the index system of strategic planning for regional central cities,draws on the research results of the index system of authoritative urban development research institutions at home and abroad,follows the requirements of the latest land and space planning implementation monitoring and evaluation index system,and combined with the characteristics of Shenyang's own development,it makes a longitudinal evaluation of the problems found in Shenyang's urban physical examination evaluation,based on the overall goal of accelerating the construction of the national central city and the overall planning of Shenyang's land and space,and constructs a planning index system which is conducive to the promotion of national central city function and the smooth implementation of land and space planning.
