提高民营企业参与PPP项目积极性的研究

Research on Improving the Enthusiasm of Private Enterprises to Participate in PPP Projects

以PPP模式是我国政府重点推行的一种为了缓解财政压力鼓励政企合作的重要方式为出发点,结合当前我国民企参与积极性较差的现实情况,政府部门对民营企业合作方选择指标的总结以及分析,最后从创造公平的竞争环境以及制定合理的风险分担机制两个方面对政府部门提出建议,本文对PPP项目中提高民营企业积极性具有一定程度上的理论指导。

This paper takes the PPP model as the starting point,which is an important way to encourage cooperation between the government and enterprises in order to ease financial pressure,and combined with the current reality that the participation of private enterprises in China is relatively poor and the summarization and analysis of government departments'selection indicators for private enterprise partners,it proposes suggestions to government departments in terms of creating a fair competitive environment and formulating a reasonable risk sharing mechanism.This paper has some theoretical guidance to improve the enthusiasm of private enterprises in PPP project.
