山西脱贫攻坚乡村实践创新探索——发挥“基层党组织”战斗堡垒作用

On the Exploration of Creative Practice of Rural Poverty Reduction by Shanxi Province:Give Play to Grass-Root CPC Organization

全面建成小康社会,全面建设社会主义现代化强国,农村任务最艰巨,农村潜力和后劲也最足。新时代中国特色社会主义农村的振兴和发展,需要创新性理论的指导和实践的探索。结合山西脱贫攻坚战中先进村基层党组织领导乡村治理的创新模式,研究指出农村基层党组织在乡村振兴中要充分发挥"战斗堡垒作用",必须建立现代化创新型系统化的运行机制,实现农村党支部的理念更新、管理更新及其治理手段的更新,农村党支部作为"战斗堡垒",必须向学习型、规范型和服务型党支部转变。

To build a well-off society and a modern socialist country in an all-round way,the rural area takes the most arduous tasks and contains most powerful potential.The revitalization and development of the socialist countryside with Chinese characteristics in the new era need the guidance of innovative theory and exploration of practice,combined with the innovative model of rural governance led by the grass-root CPC organizations at advanced villages in the poverty reduction of Shanxi Province.This paper,analyzing innovative rural governance model by grass-root CPC organizations,points out that grass-root CPC organizations have to play a positive role as“Battle Fortress”in rural revitalization,and it is necessary to establish a modern,innovative and systematic operation mechanism to realize the renewals of concept,management and governance of the CPC branches in the countryside.As a“Battle Fortress”,rural CPC branches must transform themselves as learning-oriented,standardization-oriented and service-oriented organizations.
