Preparation for the Founding of the People’s Education Press 70 Years Ago

在人民教育出版社成立70周年之际,回顾其筹建情况,可以了解我国首家教育出版社孕育和诞生的过程,中华人民共和国成立之初我国出版事业集中统一和专业分工的政策走向,以及教育和出版部门合作共建的典型成果。从此以后,我国教育出版尤其是教材编辑、出版和发行工作进入了一个新天地。人教社的筹建从1950年7月中旬开始启动,到12月1日成立为止,其间经过了动议酝酿、部署协商、实际运作、提前运转四个阶段。

The year 2020 marks the 70th anniversary of the People’s Education Press(PEP).We can catch a glimpse of how China’s first educational publishing house came into being from a review of its preparation 70 years ago.PEP not only mirrors the policy trend featuring centralization and division of labor based on specialization which defined the publishing industry in the early days of the People’s Republic of China,but also crystallizes the joint efforts of the educational and publishing authorities.It has ushered the country’s educational publishing,especially the editing,publishing and distribution of textbooks and teacher’s books into a new era.From the start of preparation in mid-July 1950 to the official founding on 1 December 1950,PEP went through four stages before launch,including proposing its establishment,planning&negotiation,implementation of the program and trial operation.
