区域、市场、政府协调整合的区域发展研究

Research on Regional Development under Coordination and Integration of Region,Market and Government

现有区域发展研究存在忽略区域和区域发展内涵、错置区域发展与相关研究因素的因果顺序,忽视区域、市场、政府三者在区域发展中的不同作用机理及整合途径等问题。本文在明确区域与区域发展的内涵基础上,对区域、市场、政府在区域发展过程中的作用路径及特点进行了分析,指出区域禀赋应该是区域发展首先考虑的因素,市场实际上是区域内部自发形成稳定制度的过程,而政府则能够通过自身力量对市场这种制度自发演化过程进行干预。区域、市场及政府在区域发展过程中均将发挥其作用,但最为重要的是将这三者的作用路径加以协调整合,以保持区域的可持续发展。

Based on the definition of region and regional development,this paper analyzes the function path and characteristics of region,market and government in the process of regional development.It is pointed out that regional endowment should be the first factor to be considered in regional development.The market is actually the process of forming stable system spontaneously within the region,and the government can intervene in the spontaneous evolution process of market system through its own power.Region,market and government will play their roles in the process of regional development,but the most important thing is to coordinate and integrate the functions of the three in order to maintain the sustainable development of the region.
