部分健康城市建设发展进程与治理模式特点分析

Analysis on the development features and governance patterns in selected healthy cities

文章选取四川省成都市、安徽省马鞍山市、山西省侯马市3个健康城市试点城市,通过案例分析方式梳理3个试点城市抓住重要事件将健康城市融入所有政策,结合本地城市面临主要健康问题寻找健康城市建设突破口,不断完善健康指标促进健康城市建设进程的特点。归纳总结3个试点城市的发展治理模式特点,包括"自上而下"的治理模式转变思路、融入政策,"自下而上"的治理模式强化了社会、民众参与和科学的评价、大数据技术应用渗透健康城市建设,并结合上述两方面特点凝练启示,以期为健康城市建设提供参考。

This study selected Chengdu,Sichuan Province,Ma Anshan,Anhui Province,and Houma,Shanxi Province as the analysis target cities considering accessible to literature,data and on⁃site interview.From the analysis we can summarize three development features as in their process to healthy cities,including taking great chances to put healthy city policy into all policies,considering local health priorities to modify local healthy city working plan,and gradually improving health indicators gives new motions to healthy city,construction.We also summarized three features of healthy cities governance,including“top⁃down”governance to promote health cities in all policies,the“bottom⁃up”governance model strengthens the participation of society,the public and scientific evaluation,and the application of big data technology permeates the construction of healthy cities.Based on those two aspects of the analysis we concluded in this paper with implications that could provide reference for the construction of healthy city.
