乡村有效治理模式、机理及路径研究——以陕西为例

Research on the Models,Mechanism and Path of Effective Rural Governance——Taking Shaanxi as an Example

以陕西为例,近年来,乡村治理在基层组织建设、基础设施改善、治理体系构建、特色产业发展、乡风文明促进等方面进步明显。基于长期广泛调研,概括出经济能人带动产业振兴、主政精英推动机制创新、政企合作促进、官社民协同治理四种模式,基本涵盖了乡村有效治理的所有案例。从本质上看,乡村有效治理是政治权威和市场机制充分动员和整合乡村治理资源的结果。乡村有效治理是一项复杂而长期的工程,必须综合考量、分步实施、全面推进、系统治理,充分发挥好政府和社会等多主体各自的职能,利用好制度变革与技术支撑等手段,健全和完善协同治理体系,实现乡村有效治理。

Taking Shaanxi as an example,in recent years,rural governance has made great progress in the construction of grass-roots organizations,improvement of infrastructure,construction of governance system,development of characteristic industries and promotion of rural civilization.Based on a long-term and extensive research,this paper summarizes four modes covering all cases of effective rural governance,which are industrial revitalization driven by economic talents,mechanism innovation promoted by political elites,cooperation between government and enterprises,collaborative governance between government,society and people.Effective rural governance is in essence the result of political authority and market mechanism fully mobilizing and integrating rural governance resources.Effective rural governance is a complex and long-term project,which must be comprehensively considered,step-by-step implemented,comprehensively promoted and systematically managed.The respective functions of the government and society should be brought into full play,and the coordinated governance system should be improved by means of institutional reform and technical support.
