Institutional dimension of the Chinese Communist Party to promote the construction of ecological civilization since the foundation of the People's Republic of China for 70 years ago

为探索中国共产党在生态文明建设方面取得的成就,通过制度层面的梳理和分析,对新中国成立70年来中国共产党以制度建设推进生态文明建设认识的逐步深化过程进行了研究。研究认为,历届党中央领导集体都在为构建“人与自然友好相处、和谐共生”的美好社会而采取积极有效措施,其制度向度呈现日趋清晰、明确的发展历程,以制度推进生态文明建设逐渐成为主要手段;制度发挥的作用效果在不同时代背景和实践基础上有所不同,中国共产党在探索中积累了丰富的以制度推进生态文明建设的理论智慧和实践成果;新时代持续推进生态文明建设,需要进一步在探索与改革中逐步完善制度体系,为生态文明建设从制度层面提供支撑和保障,共建共享美丽中国。

In order to explore the achievements made by the Chinese Communist Party in ecological civilization construction,this paper examines the process of gradually deepened understanding by the Chinese Communist Party using the institutional construction to promote the construction of ecological civilization over the 70 years since the foundation of the New China,through summary and analysis on the institutional level.The research finds that,the previous collective leadership of the Party Central Committee has adopted active and effective measures to build a beautiful society in which man and nature live harmoniously and in coexistence,that the institutional dimension has evolved to be clearer and more specific,and that the advancement of ecological civilization construction through institutional construction has gradually become the major instrument.Despite the differences in the role played by institution with different background of the times and practical basis,Chinese Communist Party has over time accumulated a wealth of theoretical wisdom and practical achievements in terms of promoting the construction of ecological civilization by institutional construction.In the new era,the continuous promotion of ecological civilization construction requires improving the institutional system step by step through exploration and reform,providing support and guarantee to ecological civilization construction at the institutional level,thus leading to jointly building and sharing a beautiful China.
