摘要
为了进一步提升生态环保资金的使用效率,强化生态环保资金的财务管理能力,文章对目前中国生态保护资金的投入以及使用情况进行了分析,并建立生态环保资金的专属财务管理模型,来对环保资金的高效利用加以研究。该模型是以主成分博弈均衡模型以及成本度量模型为基础,围绕生态环保专项资金建立相关约束参数条件体系,并利用统计学中的融资决策方法,在环保资金的使用方面加以评估,从而实现对环保专项资金的科学使用和调度,并使得资金使用和管理的风险得到显著降低。
In order to further improve the use efficiency of eco-environmental protection funds and strengthen the financial management capabilities of eco-environmental protection funds,this paper analyzes the current investment and use of eco-environmental protection funds in China,and establishes an exclusive financial management model.It studies the efficient use of environmental protection funds.This model is based on the principal component game equilibrium model and the cost measurement model.It establishes a system of relevant constraint parameters and conditions around the special funds for ecological and environmental protection,and uses the financing decision method in statistics to evaluate the use of environmental protection funds to achieve the scientific use and scheduling of special funds for environmental protection.It would significantly reduced the risks of fund use and management.
