摘要 随着大规模清洁能源的并网,其波动性和随机性给电力系统带来的挑战日益凸显。为兼顾清洁能源的季节不均和短时波动,该文提出一种电力系统多时间尺度生产模拟方法,由中长期模拟和短期运行模拟两部分组成。前者主要解决清洁能源的季节分布问题,考虑风、光与水电的互补,制定常规机组检修计划和水电电量分配方案;后者以此为基础,考虑预测误差等新能源出力的随机特性,在确定系统运行计划的同时,给出新能源电力的可消纳区间,量化评估系统的新能源消纳能力。基于我国西北某省规划数据的算例分析证实,所提出的框架和方法准确有效,能全面反映并处理新能源出力的季节和短时分布特性,通过不同时间尺度多能互补可进一步优化系统中长期和短期的运行方式。 With the integration of large scale renewable energy, its volatility and uncertainty have brought great challenges to the power system. To fully reflect and deal with its characteristics, this paper proposed a multi-time scale power system production simulation method. It was composed of the mid-long term and short term production simulation. The former aimed to manage uneven seasonal distribution of clean energy. By considering the complementation among wind, solar and hydro energy, it could work out the maintenance schedule of conventional generation and hydro energy allocation scheme. Based on these results, the latter focused on the stochastic characteristics of renewable energy. It could obtain the absorption zone of renewable energy along with the operation schedule and quantitatively evaluate the renewable energy accommodation capacity of the power grid. The case studies based on a provincial power grid in northwest China have proved the correctness and effectiveness of the proposed framework and method. It can provide an overall reflection and method to manage the seasonal distribution and short term stochastic characteristics of renewable energy. The cooperation of multiple energy resources under different time scales can further optimize the power system operation.
